The agreement was signed on 15 July by Qiu Jiangang, vice president of CNNC, and Ma Jiantang, deputy provincial governor of Qinghai. The framework agreement aims to speed up local uranium exploitation efforts in order to support government nuclear energy targets.

According to the agreement, CNNC will provide a comprehensive range of technical support and services, including some in the areas of mine construction and uranium production. Under the agreement, Qinghai province will support and assist CNNC in obtaining the necessary exploration and planning permits, such as for land, water conservancy and environmental protection. In addition, the two parties will cooperate in other areas, including nuclear fuels and the application of nuclear energy.

Jiantang said that he is very optimistic about the prospects for cooperation, adding that Qinghai has "good geological conditions" and "big potential" in uranium resources.
